The construction point formula is
(Labour Points / 10 + 5) * Motivation * t
motivation in percent and 't' is the number of 15 minute intervals. For example, performing 15 minutes of construction at 100 percent motivation with 100 labor points would produce 15 construction points. IE, ((100/10)+5)*1*1.
Per building level the Town Hall reduces difficulty of building other buildings by 5. This means working on a level of a building will require 5 less labor points than it previously did.
Spare building points will be carried over to the next level, unless you complete the building.
